I just made a few of these and the description on the actual item is very different then the one described here:

I get Spell Effect: Fills you with a sense of life, imparting you with extra health while blurring your vision.

Also Lucy shows this for Haze of Life:

3: Drunk if Alcohol Tolerance not at least 50
4: Increase Max Hitpoints by 25
5: Increase HP when cast by 25
