Down in the tunnels of Icewell Keep, "A Coldain Outcast" has the new PoR cutting tools for Jewel Craft, as well as the mounts. And most / all basic gems.
Could not get a full list, as we were just there to rez a groupie that went the wrong way for a MM to IWK and got dead. But hope that helps!

Well, how ambitious are you feeling? I was checking everyone that sells jeweler's kits and everyone that sells onyx. Not all of both sets of merchants have them, but some with kits but not onyx had them, and some with onyx but not kits had them. (I just picked onyx at random as a gem that merchants we know to have the molds also had.)
