In Whistletop's Bone Collection, the quest for the Master's Book of Halfling Culture, the exact spot to explore in the jail cell area is the corner of the hall just north of the jail cell area, near the Hand room.
In the same quest, decayed soldiers are found in the basement. I had the hardest time myself findng them, so I hope you'll include this to help the other Halflings out.
