Pick up the new fletching book in Arcstone from Scribe Luritem at loc -303.43, 1678.09, 11.53. You will need 3 pieces of parchment and a quill before he will sell you the book. You can pick up the parchments and quill otw to Arcstone in the casters guild in West Freeport. Mekoma Buma (mage supplies) has these items at loc -149.70, -963.58, -73.94.
