It looks like this item is already listed as being sold by this vendor. If I'm missing something please repost to clarify.

Edit: are you saying the Reinforced Jeweler's Kit was sold by the vendor? If so that would only be because someone sold it to them, as this item is quested. One way to check is to see the quantity being sold; is it just a dash or is there a number? Only if the item is a dash is it part of that vendor's standard stock (except in the case of a handful of items around Norrath that are vendor-sold in limited quantities).
