I looted both of these items off of the scarecrows in the Unrest Task last night, I would like to think that they drop in the regular Unrest zone as well but have not clarified that yet.

They do drop in the regular unrest. With several level 70 characters hunting everything that moves, the jack-o-lanterns in both unrest and west karana last about 12 seconds. Congratulations on finding a brilliant way to evade kill stealers.
