Shabby Vellum Parchment, Used Parchment and Smudged Runic Parchments all dropped from Ragepaws in Undershore. Not specific or named mob, just the random ragepaws that are there.
In NW corner is a large camp of them, I was killing there for one of the tasks and personally looted these three parchments.
