These are a result of any recipe in spell research that uses Oil of Vitriol. You can clean them for Empty Vials using the recipe:

Vial of Pure Water x3 + Dirty Empty Vial

but it's just cheaper to sell the dirty vials to vendors, which is probably why you found them.
