After much pondering of strategies and paths, after spending oodles of plat on illusion potions, after dragging an alt from the depths of Luclin down to Neriak to buy me some Ground Garlic from the Rogue's guild (in Third Gate, no less) ... I find it's sold in Abysmal Sea.

The two Poison vendors (and quest NPC's for the learn poison tasks) have the garlic. Hopefully, this will make it easier on any budding poison makers or bakers...
