Is this for real?? I've tried Numerous Fletching kits, ie Collapsible and vendor bought one and Planar. Each time I put one dragon wing bone into fletching kit and hit combine. It tells me NO. Can someone tell me help me with the missing component from here or update this recipe as atm is it bugged.

Make sure you are using DragON wing bones and not DragORN wing bones.

Also, make sure you're using the right Dragon wing bones - I've personally verified this recipe. It uses the tradeable Dragon Wing Bones that drop from DoN raid dragons - NOT the NoDrop Dragon Wing Bones that drop in Dragon Necropolis.
