In the DoN cutural wood elf overview, under the expert book turn in area you stated:

City of Mist: Loot 20 Bone Chips
Greater Faydark: Hand in 20 Bone Chips (unstacked) to Calian Silverlake
I just did that part today about 0430 PST, and you only have to hand in 4 bone chips (unstacked) to calian silverlake
