i'm not sure this is the right place, but it seemed the most appropriate. i apologize in advance if i'm mistaken.
when looking at the old-world jewelcraft recipe list via:
recipes -> jewelcraft -> enchanted recipes
recipes -> jewelcraft -> non-enchanted recipes
in neither case does the (enchanted) silvered star ruby veil appear. the enchanted and non-enchanted versions are both in the database, but neither show up in the appropriate listing outlined above.
i checked all the other bar/gem combinations for those two pages (excluding ones taking "a special fire emerald"), and silver bar/star ruby was the only combination missing from either one.
