Tar Cordell is not particularly close to the Priest of Discord (getting confused with the Half Elf quest NPC here I think). Tar Cordell can be found opposite to Crow's Inn on the far side of the pool at 240, 394.
Quest detail for the Ancestral Human Armor book: The Golden Bandit Tooth drops from "a bandit"; the Lion Tail drops from "a plains lion"; the Fire Beetle Carapace drops from "a fire beetle" and Zombie Skin drops from "a zombie yeoman", all in West Karana.
Text detail for the Ancestral Human Armor book:
Along with some very innovative armor patterns, this book contains discussions and illustrations of armor from Human history. Inside are told tales of forgotten sieges on Qeynos written by someone who was there. These stories talk about things that seem mundane at first, such as maintaining weapons and equipment while under a siege. By the end of the story, however, it is obvious that the tale was chosen because of the incredible details about use of armor in such situations. There are several notations from Royal Smiths about secret procedures used to make armor for elite warriors in Freeport. There are even a few documents and illustrations from the Combine Empire. The knowledge gathered in this tome is astounding, especially if the reader is an armor smith.
The patterns in this book can be copied many times, but eventually they will wear out and you can tell that if you use the patterns enough you will need to replace the book.
To create a pattern for tailoring armor templates based on these patterns you will need this book, a large bottle of ink, a roll of plain parchment, a quill and a compacted backpack to hold the patterns you will make. You'll also need a book binding to do the work.
If you wish to use patterns to make molds you'll need a kiln to work in as well as a high quality firing sheet, sculpting tools, a huge block of clay and a compacted backpack to hold the molds when you are done.
The Clearing the Western Sea Lanes tasks have been changed in the last patch. You are now require to kill 15 sharks and loot 3 Lake Pebbles Valid sharks to kill for the quest are "a killer shark", "a shark". I only managed to loot a Lake Pebble from "a shark" but they are more numerous so it is possible that "a killer shark" also drops the pebbles required. Of course you are only required to deliver 3 Lake Pebbles back to Tar Cordell now.
Quest text on handing in the lightstone to complete the Clearing the Western Sea Lanes quest is:
Well done. Lucky I found you or that job never would have gotten done. As promised, 'ere's those armor runes. Let me know if you need any more of these [patterns]. Sure as the sunrise, there's always more work to be done 'round here.
