I just combined Infused Muramite Thread in a Large Sewing Kit in PoK.
Also, I was not able to combine the Muramite Silk Thread at 238 tailoring skill level with no geerlok equipped, but once I had put on my geerlok I was able to combine it (woot, success!). So I guess that helps narrow down the level limits a bit
