The recipe for Imbued Northman Kite Shield (The Tribunal) lists that it can be made with either an imbued ivory (tribunal) or an imbude jade (rallos zek). I don't have a Barbarian smith to test this, but I'd doubt that a Rallos Zekian imbued gem would make a shield for use by the tribunal.

Actually it did. I've confirmed this particular item personally. It was a bug of course, but that's how it worked. This should have been fixed recently, per a patch message, but hasn't been confirmed.
