It's part of the OoW armor quests. As far as I'm concerned, it is 100% not for tradeskilling. I may be wrong, but it's an educated guess.

I'd roughly value it as follows: Ornate -> OoW Tier 1 (spell casting V foci) slightly lower than Elemental (spell casting IV foci) -> GoD (Qvic+) probably slightly lower than OoW Tier 2. This isn't authoritive, just opinionated. =D
