This is what was reported at The Runes and other sites, I haven't gotten this far myself.
Both combines are in a brew barrel.
Glowing Concoction = Glow Lichen + Abysmal Moonwater + Vial of Purified Mana + Essence of Sunlight
Annointing Oil = Glowing Concoction + Dragon Egg Oil + Prismatic Dye + Glimmering Oil
Abysmal Moonwater is a ground spawn in Abysmal Sea underwater at loc 484, 68, -485
Abysmal Moonwater is magic/nodrop, wt 0.4, size small, class/race all/all.
Glimmering Oil is dropped from 'a greasy clockwork' in Plane of Innovation
Glimmering Oil is magic/lore/nodrop, wt 0.4, size small, class/race all/all.
Prismatic Dye is an old recipe (prism shard + glaze lacquer)
Dragon Egg Oil is an old recipe (dragon egg + water)
Vial of Purified Mana is an old recipe -- made by enchanters
Essence of Sunlight drops from various mobs (same as that used for cultural tempers)
Glow Lichen is an old item -- it's a rare forage in Nektulos Forest
We have reports that Glowing Concoction combine is trivial at 150 skill and not trivial at 149. That would seem to nail the trivial but those reports are, frankly, unreliable. Also, at 52 someone got 'you can't even consider doing this combine at your skill level'. The recipe is not 'learnable'.
Annointing Oil is one of the 8 items you'll need to combine in your Ornate Staff Chest. Ornate Staff Chest has ten giant slots, is lore/nodrop, weighs 0.4, and is free from the quest-giver (Jeb Lumsed, 'a sarnak imitator', at -1200, -4000 in Burning Woods).
