Updating a bit, the stuff can be looted from ANY goblin in frontier mts, not just the whipcrackers.

The right click info is the same for all, so here is that: WT: 0.1, Size:TINY
Class: ALL Race: ALL

And we have found that this recipe is used in the druid NEW epic, you can read how here :

No Tudani, none of the three are stackable, Copper Armband, Goblin Loincloth or Carved Wooden Mask.

I couldn't find the Poor Goblins Disguise in the database so I couldn't check to see the containers for combine, wanted to add that I did the combine in a collapsed sewing kit as well as taanan(sp) loom.

I got the items off off many gobby's, here are the ones I can confirm:

The mobs I posted above and the whipcracker that was posted earlier ALL drop all three of the items, this I can confirm, I have AE'd the zone repeatedly for drops.

There are other goblins in FM, but I cannot confirm they drop all three items as I kept a list of what was dropping what but lost it and only have my postie note of the mobs I had marked on the list as dropping all three items (well four if you count Green Goblin Skin as well), I was trying to confirm that all goblins dropped all the items but I was unable to complete the list and have since been unable to find it and unwilling to do any work or put in any effort whatsoever on my broken epic.
