Mystic Brooch for Mystic Cloak Recharge Quest

I just did the recharge Mystic Cload Recharge quest and this is what I found:when you combine the Chrysoberyl Talisman, Enchanted Platinum Bar, Spell:Steelskin, and a Vial of Distilled Mana in the Planar Jeweler's Kit you get the message you have learned a new recipie. The UI has the trivial at 122 for the Mystic Brooch combine. I did this 2 times and did not fail with a modified skill of 252.

When I made the combine with the Mystic Cloak and the Mystic Brooch in the Tanaan Loom I didn't get the message about learning a new recipie. I tried to search for one but it was not there. I did not fail at this with a skill of 153 in Tailoring. I have only done this once so far.

I have made the Mystic Brooch 3 times, without any failures and the recharged Mystic Cloak 2 times without any failures. My Jewelry Making skill is 240 modified to 252 and my Tailoring skill is 153.

Do you have stats for the mystic cloak as well?

Also does the mystic broach have charges or is it unlimited? (and is it correct that you can't acctually use the effect on it anyways as it's not equipable?)

The Mystic Brooch does not have charges. I tried to use the spell effect from the brooch from inventory, but I got the message "You cannot use this item unless it is equipped".
