P.S. Yeril Imsin in PoK had the same basic items for sale, and also had no Large Brick of High Quality Ore, although he is listed as one of the sources for it.

Are you sure that he wasn't just sold out? I just confirmed that Gliblixl does indeed have large bricks of HQ ore on him on Sullon.

All of the merchants who normally stock HQ ore only have limited supplies of them. There is a quest you can do which will restock them with HQ ore. The quest is listed here.
