How does a no-drop item get a plat value? Very curious what you are using as a source for data.

High enough charisma can offset lower faction ratings, and (at least in the vast majority of cases) 146 cha + indifferent is sufficient to reach the "best price" cap.

Just to clarify since you might try and correct someone later on the same point, merchants will offer cash for some nodrop items, some i have I am offered several pp for, this does not mean that they can buy it from you just that they will offer it. You get the "I am not interested in that item" when you click on sell. Its an error somewhere in their database or where they changed something to nodrop after setting a value on it but its not important enough to fix.
