In the Brewing stage of the Grimel quest, the walkthrough says to say "I need more dust" to get more powder. If you say this, he will give his comment about you not having the skill to make anything. If you say "I have skill in brewing" he will give you more powders. You can repeat this trigger line ad nauseum for as much powder as you want.
