I presume you mean the version done in the Vale Forge, by Halfling Only.

I set that upper limit to 82... with a note that it is likely trivial at 20, like the version anyone can do in a standard forge.

Took my smithing-newbie halfling to Rivervale, trival at 21, in the vale forge. Was 21 at the time.
