It is used with Small Trigger Fish in a tackle box to receive Soggy Maiden's Hair, which is part of the Druid 1.5 Epic.

Small Trigger fish is obtained by a turn in to Blumblum Swigwater in CS, it is not hunted, foraged or fished.

Item to turn in to get the Small Trigger Fish is Carved Prexus Totem dropped by Ulthork Raider in Eastern Wastes.

I do not have right click info for the Small Trigger Fish or Carved Prexus Totem as I have stopped working on the epic, but if I get the info I will update it.
