I dug the casting level out of Lucy's raw data and also tested it running. I really wish they would show this information in game.
Note that SoW's run speed is capped at casting level 50, just like the player casted spell. (Ngreth -- I think the casting levels should be changed to 10/20/30/40/50 to put IV in line.)
I don't know about you or SoE, but the old Blood of the the wolf potions (the old "SoW") scaled very nicely for me as it was.
My level 10s could toss back a potion and be about as fast as a level 9 shammy or a 14 druid was, my higher levels could toss back a potion and be as fast as a 55 to 65 level shammy or druid.
If they wanted to jerk with sow and the potions, they should have increasted the legnth of time they stay active. I'd like to see the orignal shammy sow scale from the 15 or so minutes it lasted when my shammy was level 9 to say 60 minutes at his present level 53.

The idea is that now your level 10's can toss back a Philter of the Wolf V potion and run at the full 55%. This new potion caster level replaces your character caster level.
The old SoW potions did scale fairly nicely, I agree, however... In the course of designing what we wanted to do for the alchemy revamp, one of the goals that we came up with was to create a system where you paid a reasonable amount for an appropriate effect.
The idea behind that goal was to give lower level players more access to benefits via potions without having to spend their entire savings to use them and keep them active relatively frequently.
Old Potion - In the old system, a level 10 player would be paying full price for a lesser effect. In the old system, a level 10 player would not be able to obtain a SoW with a higher run speed increase via a potion.
New Potion - In the new system, a level 10 player will be paying a lot less for the same effect as he would have gotten previously. In the new system, a level 10 player will be able to obtain a SoW with a higher run speed increase via a potion if they want to pay more money.

BDraft, as you can see, all the tiering system really does is relieve some pressure on the lower level player's bank account by giving them access to the same effect they used to have, and for a lot less money. As a level 10, you can drink a Philter of the Wolf I for .6 plat and be as fast as you used to be for 5.2 plat. As a level 10, you can drink a Philter of the Wolf V for 6.8 plat and be much faster than you used to be for 5.2 plat. As a level 70, you can drink a Philter of the Wolf V for 6.8 plat and be as fast as you used to be for 5.2 plat.
Honestly, I could see if you were complaining about the cost hike for a Philter of the Wolf V, or even if you didn't like the fact that there's now some confusion about which SoW potions does what, but I'm a little boggled at how you can complain about the potions being tiered. All they do is benefit the you (the players) across the board, by giving you cheaper, lower returns on the effects, and allowing you to choose what level of effect you want to use. It really seems like a great amount of flexibility to me.

I understand the "caster level" tiering after the explanations given on the forums, but will there be explanations added to the in-game descriptions so the customers will understand what htey are getting?
Maddoc, thank you. I had been a little lost about the new Philter of the Wolf, but you cleared it up. I think it's a great idea. Thanks for both the information, and the new potions. I think they're fun.
... Since SoW caps at 50 what is the point of using level 60? Perhaps if you increase SoW to continue to scale to 60 it would be worth while... Also why is it a 3x price increase for a 35-40% SoW?...
