I looked around but couldn't find anything really solid.
I've been told that the necklace only drops from goblins in the instanced zones, and it appears from what I've read that for me to loot it, I have to be in Thundercrest Isles.
I was just curious if anyone had a suggestion for the best missions to go hunting in, I've done 2 "A Simple Task" with no luck so far. I had heard at one point that only certain missions will drop items, so maybe I'm in an instance that doesn't have any stone necklaces.
