Some information that might come handy when you are trying to do the Vah Shir bard quest:
The jawbones don't drop of the pups and wolflings near the Vah Shir outpost near Shar Vahl. (I've spent 12 hours hunting there without seeing a single one drop).
They do drop of the pups and wolflings near the Grimling Forest zone line (got 2 jawbones within 1 hour there).
