Derin O Danos, the alchemy vendor in Plane of Knowledge, has most of the supplies needed for making the new OOW augments.
He has an "Open Letter" parts one and two that explains the three step process to create the finished augment.
He also has everything needed to make them except for the dropped items.
Some of the dropped items are appearing on other threads in this forum. The Flowstones are the base piece needed (and gemstones from harder as yet undiscovered encounters). Then using the vendor bought items off Derin (or other alchemy or poison vendors that have them) a jeweller can "cut" the stone in any of three different ways. Then using the vendor bought items, a shammy alchemist or rogue poison maker can "etch" any of several marks that are for sale into the stone. Finally using a combination of vendor bought and dropped items (the drops are the Trean Flies and The Scoriae) can "inlay" the stone for the final combine.
The stones and all the items are droppable up until the final combination has been made and the finished augment is put onto a piece of equipment, at which point the augment becomes no drop, though it can still be removed from your equipment with the appropriate solvent.
(sorry - don't know how to capture and paste all the info in the "open letters" - I hope someone else can follow up on this)
