Is there a Gate potion that allows the person to gate back to their bind point?

Yup, it's vendor-sold (not player-made), costs about 1000pp, is insta-cast, called 'Vial of Swirling Smoke'. Should be a vendor in most cities - same vendor that has invis potions, if that helps

they cost 84p each, since it take 3 thats 252p each. anyone know the triv value? is this the potion that someone reported a npc resell value of 190p?

Where are you getting 3024?

Naturally each fail runs you 252 but on average you should fail once every 20 if you do a whole lot of them in theory.

The 5 dose and 10 dose (stacking the potions) is no fail, so you just have a chance of failing on the singles right?

his cimputation is based on a double fail (2x252) out of 10 tries, which actually amounts to a 20% failure rate.
