What Stat affects Tinkering Skill ups?

Hello all,

I like the new board style btw.

Just had a question I know that thre is the default WIS/INT thing for all tradeskill ups, but what about the alternate for tinkering? Is it DEX like fletching is?

Any information is appreciated.

Also what is the drop rate like for the block of pourous ore in Nebethians?
