Enchanting Valorium question

Quick question I thought using a vail of distalled mana and a valorium bar in a forge made the spell Enchant valorium is my info on the wrong? so far only thing i've done is raised my smithing skill by ( 1 ) and nothing else

No, that makes the enchanted valorium

If you want to get the spell for the Valor Imbue, that's another story.

Two different items:
Enchanted Valorium
Spell: Imbue Valor
