If a shaman got a tradeskill over 200, can they still increase Alchemy over 200?
Would they need to spend 6AA on Tannaan(sp?) mastery, to do it?

Better Question would be, is it possible to get alchemy over 200, You'd have to be a level 65 shaman to get the level cap high enough (level 64 == 200 Alchemy cap)

Alchemy is not one of the six basic tradeskills that count towards your "one tradeskill over 200" ruling. You'll want to check out the thread in the FAQ forum regarding tradeskills over 200.
Above and beyond that, we've no confirmation whatsoever that the level-capped alchemy skill can go over the 200 mark. :)

The shamans over at the Crucible have done sufficient testing to demonstrate that alchemy is hard capped at 200. There's been no official word that I've heard of to indicate whether or not this is intentional or whether it was just originally coded that way and they didn't think to raise it when they raised the level cap to 65 with PoP.

A good friend of mine is a shaman. She will be very pleased to hear this.
I suspected it, but wanted to have evidence supporting my suspicions...
