poison skill question

sorry to ask a stupid question, but is the make poison skill level based before 50? i know it is after 50. if so, what skill would a 40 rogue max out at?

It is level based, at the typical (lvl+5)*5. So, at lvl 40 your maximum skill could be 200, where it will stay until lvl 51 where maximim allowed skill would increase by 5 points each level until lvl 60, where it reaches 250.
