Parchment Solution Sell Back?

The usual resell value on items in EQ has (IIRC) been about 90% but the sell back value on unused parchment solutions seems drastically off.

For example:
Fine runic parchment sells for about 665pp but the buy back is roughly 201pp.

Intended, overlooked or other?

Intended. There are recipes to create these things for much cheaper than the vendor sell price, so raising the buy price would result in plat creation exploits.
