Doesn't say gnome only but iirc anyone could get this recharge kit by turning in the old version to the barbarian lady in bazaar. So dunno how to word it, assembled by gnome only?

The "combine" is still gnome only, even if anyone can do a turnin quest for it.

Ngreth's also hinted that collapsed toolboxes can now be exchanged with Caerlyna for tokens, since lots of folks who had them to recharge tinkered items will now need to get the new "gnomish recharging kit". Go read that thread for his words exactly!

she only takes the collapsed kind, so people who had deluxe toolboxes or regular toolboxes will still need to get a new recharging kit somehow

I've added the gnomish restriction to the tinkering combine.
I'm going to save this thread here until we have time to update the existing article on Recharging Items (http://www.eqtraders.com/recipes/recipe_page.php?article=142&rsa=Tinkering&sub=chargedpotion&sb=item&menustr=080120100000) as I think that it is the best place to mention the quest from Caerlyna.
