Has anyone else tried to skillup on tinkering under level 16 since the 2/15 patch? I thought this would now be possible but had no luck in 40 combines at 199 dex with my level 2 gnome enchanter. I tried standard bow cams whick are 75 trivial.

You won't get any skillups under level 16.

The level restrictions that were removed related to restrictions after you had met the initial level required to unlock the skill e.g. for research, poison making and alchemy. But you still had to reach level 16 to unlock those skills.

While tinkering is available to all gnomes at level 1 you always had to get to levle 16 to unlock the cap. My guess is that this requirement is still in the game.

BTW dex has no effect on skillups for tinkering, only int or wis.

It shouldn't take you more than a day or so to level your gnome to 16 any way

Thanks. I really appreciate the information and the quick response. Level 2 enc lfg in shadeweavers! Did dex ever serve as a secondary stat for tinkering or was I misinformed?

It was a rumour for a while but was debunked when we the Dev's kindly advised the skillup mechanisms.
