GM Seal for Poision Makeing Question

Alright I know how to make this but have a couple of questions

1. Is the combine to make this a no-fail?

2. Do you need to have poision making maxed out?

3. Dose the make poision have a skill cap per level?

1) not no fail

2) no but higher skill = better chance to make

3) yes posion is level based i believe it is 200 at level 39(5 * level + 5) until level 51 then starts to move 5 points per level to 250 at level 60.
